The Title III Part B, Strengthening Historically Black Colleges and Universities (HBCUs) Program is a result of the Higher Education Act of 1965. Its purpose is to provide support to financially challenged HBCUs and assist with educational equality in graduate education.
The Institutional Development and Undergraduate Service (IDUES) of the U.S. Department of Education administers the Title III Program. IDUES helps eligible institutions to fulfill the goals of the program – “establish or strengthen their physical plants, financial management, academic resources, and endowment-building capacity.
Livingstone College has two programs funded under Title III Strengthening Grants Program: (1) Historically Black Colleges and Universities (HBCU) and (2) HBCU-SAFRA (Student Aid and Fiscal Responsibility Act). Each program has funded project activities designed to help meet various College strategic goals. There are a total of fourteen activities implemented through the Title III Office at Livingstone College.
